It’s no exaggeration to say that without a government-funded program called In Home Supportive Services (IHSS), ATIL would likely not exist.
IHSS is a Medi-Cal program with federal, state and county funding. The program’s goal is to allow eligible people over the age of 65, the blind or disabled people to live safely in their own homes, a hotel, the home of a relative or a home like ATIL offers.
To be eligible, beneficiaries must be receiving Supplemental Security Income (SSI) or meet Medi-Cal income eligibility requirements. Once a physician certifies an individual’s need for IHSS, a Social Worker determines the types of authorized caregiver services needed and the number of hours allocated for these services each month.
Who are IHSS care providers? Caregivers can be a friend or relative or someone referred through the IHSS Public Authority Caregiver Registry. Providers must go through a background check, enroll and register with IHSS before receiving payment from the state.
Mathew Lubinsky, manager at Sam Chriest House, has served on the Santa Clara County IHSS Advisory Board since 2019. Mathew attends monthly meetings where he uses his experience working with both our tenants and caregivers to advise the county’s Board of Supervisors. Mathew is one of the first to learn about any new developments in the IHSS program.
IHSS is a government program that delivers targeted, essential services that make possible ATIL’s mission of providing opportunities for disabled adults to live independently, while sharing the costs of home management.
